PORT LUDLOW FIRE & RESCUE PROMOTES THREE

Three newly appointed Lieutenants will enhance professional supervision at both staffed stations.

PORT LUDLOW, October 13, 2009 — Port Ludlow Fire & Rescue’s Fire Chief, Ed Wilkerson, today announced the promotion of three District personnel to the rank of Lieutenant. These three officers will join the District’s existing three Lieutenants and will ensure that the District will have company officers on each shift at each of their two career fire stations- Station 31 on Oak Bay Road in Port Ludlow and Station 33 on South Point Road, by the Hood Canal Bridge.

The three new officers are Lt/EMT Alex Kosiuga, Lt/Paramedic Matt Binder and Lt/Paramedic Tim Manly. The three new officers were chosen after completing a rigorous assessment process which included completing a District Lieutenant’s Profile and then passing a 150 question written exam that covered all areas of Fire Service technical and managerial knowledge. Next the candidates took part in two assessment panels that were comprised of Chief Officers from Clallam and Kitsap County Fire Agencies- one panel dealing with general Fire Service issues and a second that involved responding to a tactical fire problem involving a house fire. Finally, the candidates sat for an interview with the District’s Fire Chief and Assistant Fire Chief. Upon completion of the process the scores were combined and the candidates were placed in order of their scores on an eligibility list that was certified by the District’s Board of Commissioners at their meeting in September.

All three of the new officers have significant history and accomplishments with the District.

Alex Kosiuga has been with the District since April, 2004.  Alex has actively promoted the district’s health and wellness program and has been very involved in the procurement and maintenance of the district’s communications equipment.

Matt Binder has been with the District since April, 2005.  Matt has been very involved with the district’s apparatus replacement program and is responsible for the district’s new marine program in a partnership with the Jefferson County Sheriff’s Office.

Tim Manly has been with the District since November, 1997.  Tim is the District’s Medical Service Officer and has actively promoted and taught the Community Emergency Response Team curriculum to our community.

Concerning the appointment of the three new Lieutenants, Fire Chief Ed Wilkerson said, “it is always a pleasure to see the professional growth and accomplishments of our personnel result in the formal advancement of their fire service careers.  These promotions will serve the citizens and members of our fire district for years to come.”

The three new officers join the District’s current Lieutenants- Lt/EMT Wicus McGuffey, Lt/EMT Wes Lueders and Lt/EMT Lonnie Reynolds.
